The United Kingdom and the United States have established a landmark commercial pact that will ensure zero levies on UK medicine products being sold in the American market.

Agreement Details of the Deal

As part of the deal, the UK has agreed to boost expenditure on pharmaceuticals through the National Health Service (NHS). This commitment secures that tariffs on these crucial products will stay at zero for a period of 36 months.

This agreement is in response to earlier warnings to hike tariffs on patented pharmaceutical products, with figures floated as high as double the cost.

"This agreement between the Britain reinforces the international landscape for innovative medicines and brings long-overdue fairness to transatlantic pharmaceutical trade," a statement noted.

Commercial Impact

Drugs represent one of the Britain's biggest goods shipped to the US, which is clearly the primary market for leading companies like GSK and AstraZeneca.

Export figures reveal that in the 12 months leading up to last September, the UK shipped pharmaceutical products worth billions to the US. This figure represented nearly one-fifth of total UK exports in that period.

"This deal safeguards employment, increases capital expenditure and facilitates the UK to establish itself as a worldwide center for biotech and pharma," the Business and Trade Secretary stated.

Detailed British Pledges

The deal involves several key changes from the UK:

  • Higher Cost Ceiling: The UK will increase the cost ceiling at which it deems new therapies to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a target to increase total health service expenditure on treatments from 0.3% of GDP to 0.6% over the following ten-year period.
  • Payback Limit: The amount drug companies must pay back to the NHS to prevent overspending will be restricted at fifteen percent. In the past, rebates were more than twenty percent.

Broader Context

The pact comes amid a protracted tension between the sector and the British authorities over spending levels and NHS adoption.

This friction were intensified by assertions that US patients were charged a premium for the same drugs than patients in the UK and Europe.

In recent months, several major drug company projects in the UK have been delayed or abandoned, while multi-billion-dollar expansions have been directed toward projects in the United States.

A senior figure publicly accepted that the NHS needed to invest a greater share on treatments, noting that its budget allocation on drugs had shrunk as a proportion of its resources over the past decade.
